This maybe the current tier list but it's not the final one and is liable to change in the future after further examination. The rest of this will just be explaining what each pokemon does in practice if anything.
Nidorina is the clear top #1 in the tier being one of the best defensive options and a very solid offensive threat. Every serious team runs Nidorina. She often runs moves like Rest, Reflect, Blizzard, Body Slam, and Thunderbolt.
Rattata is ranked at #2 because of it's speed being the fastest unboosted pokemon available and has the amazing offensive tool of Super Fang allowing it to deal huge chunks of damage in spite of common bulky mons running Reflect. It also is one of the best clean up mons you can choose while still being valuable mid game. Moves often ran on the rat are Super Fang, Body Slam, Double Edge, and Quick Attack.
Pidgeotto is fast, bulky enough, immune to Earthquake, and hits decently hard. Big Bird is a reliable choice for revenge killing being only out sped by the Rat. Commonly ran moves are Double Edge, Quick Attack, Substitute, Agility, Reflect, and Toxic.
Spearow is most commonly compared to Big Bird and it's pretty obvious why, being the only other Normal/Flying type in the tier. In spite of being slower and less bulky than Pidgeotto the main benefit to Spearow is obviously Drill Peck being the most reliable decent Flying type move in the game. Spearow is also a decent clean up option especially with access to Agility. Commonly ran moves are Double Edge, Drill Peck, Agility, and Toxic.
Squirtle is one of the most dangerous special attacker in the tier and is the only Blizzard and Hydro Pump resist available. If your team is weak to Squirtle you have a bad team. Some common moves are Hydro Pump, Blizzard, Reflect, Rest, and Toxic.
Charmander is a great lead and the best mixed attacker in the tier. With it's good enough speed and great offensive options allows Char to carve out a solid spot in the meta game. Common moves being Fire Blast, Slash, Fire Spin, Counter, and Body Slam.
Machop, in spite of it's unfortunate speed, is a bulky wallbreaker with great coverage and tied with Mankey for the highest Attack stat in the tier and it does a lot with it. Because of the high Attack stat, good bulk, and Earthquake makes Machop a decent answer Nidorina. Useful moves being Earthquake, Rock Slide, Body Slam, Seismic Toss, Substitute, and Counter.
Mankey. If Machop is the slow tank Fighting type then Mankey is a fast glass cannon. Being fast enough to tie with Spearow gives it a great speed tier. With an Attack stat tied for the highest in the tier with Machop and Rock Slide giving it a good matchup against Charmander and it's hard for the Flying types to switchin. Seismic Toss is probably it's best tool because of how low the HP stats are in this tier allowing Mankey to massively chunk or finish off any opposing pokemon. Good moves are Rock Slide, Mega Kick, Seismic Toss, Toxic, Counter, and Body Slam.
Bulbasaur is the best sleeper and semi check to Squirtle. Commonly used moves are Sleep Powder, Razor Leaf, Body Slam, Substitute, Leech Seed, and Toxic. But mainly Sleep Powder and Razor Leaf.
Bellsprout is more powerful than Bulbasaur, has Stun Spore, and has mixed attacking potential. The main reason Bulbasaur out ranks Bellsprout it because of Bulbasaur's Squirtle beating speed. Possible moves are Razor Leaf, Sleep Powder, Stun Spore, Double Edge, and Swords Dance.
Cubone being the only ground type in the tier, with STAB Earthquake, and an incredibly high Defense stat allows the usually slow and specially frail Cubone a serious niche worth a team slot. Good moves are Earthquake, Body Slam, Counter, Rest, and Substitute.
Ekans may look unassuming when just looking at stats and typing but with it's movepool and just good enough stats allows it to have some of the best role compression into one pokemon. Ekans has Glare for paralyses, Earthquake and Rock Slide for perfect coverage, and Wrap for chip and pseudo trapping. Decent options are Earthquake, Rock Slide, Wrap, Glare, Body Slam, Substitute, and Toxic.
Magnemite being the only electric type while also having the highest Special stat in the tier gives it a useable niche in spite of it's lack luster speed and udder inability to do anything in the face of Cubone as well as giving Cubone free entree. Mag does also provide 100% paralyses in Thunder Wave and the hardest hitting Thunderbolt/Thunder in the tier. Mag also in spite of low HP has decent defensive stats and has the chance to pull of a Rest and Reflect set. Some common moves are Thunderbolt, Thunder Wave, Thunder, Rest, Reflect, and Toxic.
Vulpix's main competition is Charmander and that is easily noticeable but what Vulpix brings to the table over Charmander is the strongest Fire Blast and Fire Spin in the tier as well as having the frustrating Confuse Ray. Relying on Fire Blast, Fire Spin, and Confuse Ray is about all Vulpix has though and the inconsistency of this moves are very apparent. Even so it's still viable and worth running from time to time, especially with the addition of Quick Attack giving it a slight edge of Charmander in certain situations.. Good moves on it include Fire Blast, Fire Spin, Quick Attack, Toxic, and Confuse Ray.
Paras barely ekes out the slightest resemblance of a niche in RBY 8U being the only pokemon available with 100% sleep in Spore and a high Attack stat to go with Slash but that's about all it brings to the table. It's slow, weakness laden typing, lack luster bulk, and overall unimpressive. But this speaks to the power of Spore that it gives this highly underwhelming pokemon the slightest niche in the lowest Gen 1 tier. Also high Attack Slash is fairly nice if only on a better pokemon. Move options include Spore, Slash, Stun Spore, Body Slam, and that's about it.
Growlithe is only ranked so low because it is out classed by two separate pokemon in the tier with one of them being fairly low ranked itself. Growlithe is not a bad pokemon per say...just out classed. Still has decent, if not a little underwhelming, mixed attacking potential and the option to clean up with Agility. Common moves being Fire Blast, Agility, Body Slam, Substitute, and Toxic.
Everything below D rank is not generally worth running but it mentioned because they can technically do something if not much.
