Nidorina is the clear top #1 in the tier being one of the best defensive options and a very solid offensive threat. Every serious team runs Nidorina. She often runs moves like Rest, Reflect, Blizzard, Body Slam, and Thunderbolt. Rattata is ranked at #2 because of it's speed being the fastest unboosted pokemon available and has the amazing offensive tool of Super Fang allowing it to deal huge chunks of damage in spite of common bulky mons running Reflect.
